It's not the retail trader's order that is being disadvantaged here. It's the passive liquidity provider that is disadvantaged by not getting to interact with that incoming retail order. But you are correct, if all retail traders sent directed orders to the exchange, then this wouldn't be an issue. Unfortunately 90% of retail traders don't even know what a directed order is.
